R. Kinckle Robinson

Kinckle Robinson has served as a Director for Central Virginia Electric Cooperative since March 2005. He is a lifelong resident of Appomattox County, living in Pamplin with his wife, LeeAnn, and their two children. He is President and Owner of Robinson Funeral Home, Inc., in Appomattox, a family owned and operated business since 1947. He also owns Laithreach Farms, a beef cattle cow/calf operation.

Mr. Robinson graduated from Hampden-Sydney College. He currently serves on the Board of The Farmers Bank of Appomattox, and belongs to Gideon's International, Woodman of the World. He and his family attend Memorial United Methodist Church in Appomattox.

Mr. Robinson earned his certification as a Rural Electric Board Director from the National Rural Electric Cooperative Association (NRECA).

Frank H. Baber III

Frank Baber has served as a Director for Central Virginia Electric Cooperative since August 2013. Mr. Baber is a lifelong resident of central Virginia, having spent the majority of his adult life engaged in agricultural enterprises and community service. He began his career after receiving a B.S. degree in Poultry and Animal Science from Virginia Polytechnic Institute & State University in 1975.

Currently, Mr. Baber is the Director of the State Farm Agribusiness Operations, managing a variety of farming operations including the dairy herd, the milk processing plant and meat processing plant, in addition to 4500 acres of corn, soybeans, wheat, alfalfa and other crops.

He is a member of the Cartersville Ruritan Club and has served on the Peter Francisco Soil & Water Conservation District Board of Directors. Mr. Baber lives in Cartersville with his wife of 40 years. They have four children and seven grandchildren.

Mr. Baber earned his certification as a Rural Electric Board Director from the National Rural Electric

Cooperative Association (NRECA).

Dr. Brian D. Bates

Brian Bates has served as a Director for Central Virginia Electric Cooperative since November 2017. Mr. Bates is a lifelong resident of Buckingham County and has has spent countless volunteer hours helping his community and those in need. Bates is a life member and current Chief of the Toga Volunteer Fire Department and operated the Caring Friends Food Pantry for 14 years. Bates also served on the County’s Board

of Supervisors for 12 years and advocated for economic development in Buckingham in several capacities.

He resides in the Toga area with his wife and their young son.

East District

East District: Counties of Fluvanna, Louisa and Orange

Roberta I. Harlowe

Roberta Harlowe has served as a Director for Central Virginia Electric Cooperative since August 1983. She and her husband Bill live in the NW corner of Fluvanna County. Mrs. Harlowe is a lifelong resident of Albemarle and Fluvanna Counties, where she is active in numerous community and

church activities. She and her husband formed, operated and retired from Harlowe-Powell Auction Ltd., after forty plus years. They had the opportunity to conduct many on-site auctions held throughout Central Virginia, donate many hours of community service auctions for organizations, and operate an auction gallery in Charlottesville.

Mrs. Harlowe attended Madison College in a two-year business program prior to working as an executive secretary and her marriage to Bill. They have two children, who have also made homes in

Fluvanna County, and they have four grandchildren.

She currently holds a number of certificates as a Rural Electric Board Director from the National

Rural Electric Cooperative Association (NRECA), including Director Gold Certification. She also

serves as chair on the Virginia, Maryland & Delaware Association of Electric Cooperatives

Educational Services Committee and Educational Scholarship Foundation Board.

Gloria W. Vest

Gloria Vest has served as a Director for Central Virginia Electric Cooperative since June 2001. A lifelong resident of Fluvanna County, Mrs. Vest recently retired from her position as the Deputy Treasurer for Fluvanna County.

She has served with the Fluvanna Volunteer Rescue Squad since 1973 and has been the Squad's Treasurer for the past ten years. Gloria is very active in Evergreen Baptist Church. She and her late husband, George, have two daughters.

Mrs. Vest earned her certification as a Rural Electric Board Director from the National Rural Electric Cooperative Association (NRECA).

George N. Goin

George Goin has served as a Director for Central Virginia Electric Cooperative since June 1993, and has been a CVEC member since 1972. Mr. Goin is retired from the U.S. Postal Service where he served as a rural mail carrier. Prior to joining the postal service in 1988, he was a game manager for the VA Department of Game and Inland Fisheries for 17 years. He has farmed Modesto Farms since 1974.

George earned his certification as a Rural Electric Board Director from the National Rural Electric Cooperative Association (NRECA) as well as Director Gold Certification. Mr. Goin considers this training important in order to make informed decisions for CVEC members.

George and his wife, Claudia, live outside Scottsville. They have two sons and one grandchild.

West District

West District: Counties of Augusta, Albemarle, Greene and Nelson

Jace A. Goodling

Jace Goodling has served as a Director for Central Virginia Electric Cooperative since May 2003. He and his wife, Louise, have two sons, Atlee and Clarke, and live on a 25-acre farm in Afton. He is a lifelong resident of Albemarle and Nelson Counties, graduated from Washington and Lee University, and has been residing in Afton for the last 30 years. Working in the residential housing industry for the last 25 years, he is the owner of Goodling Enterprises, LLC, providing project management and

oversight services for residential construction and renovation projects. When the housing industry sags, Mr. Goodling operates "Goat Busters", a green, environmentally sensitive brush clearing business utilizing his herds of Kiko goats.

Mr. Goodling has served as President of the Nelson County Home Builders' Association for many years, and has served as a Nelson County representative on the Board of Directors of the Thomas Jefferson Housing Improvement Corporation (now the Piedmont Housing Coalition).

Mr. Goodling earned his certification as a Rural Electric Board Director from the National Rural

Electric Cooperative Association (NRECA).

H. T. Brown, Jr.

H. T. Brown, Jr. has served as a Director for Central Virginia Electric Cooperative since February 2008. He retired as a Computer Engineer for the University of Virginia, having worked at UVA in various positions since 1989. H. T. is also retired from the United States Naval Reserve after 28

years of service, including a final position as Command Senior Chief of the reserve component of Fleet Information Warfare Center in Norfolk, VA and a final active duty deployment in war torn Yugoslavia in 1996, where he was Chief-in-Charge to establish AM/FM emergency broadcasts.

H. T. Brown earned an Associate of Science in Business Administration from Ferrum College and an Associate of Applied Science in Data Process from Central Virginia College, before earning a Bachelor of Science in Computer Science from the School of Engineering at UVA.

Mr. Brown is active in his church and with the Ruritans. He has also held various leadership

positions with the Boys Scouts of America, having served as Scoutmaster of Troop 32 in Piney River

for ten years, as Council Advancement Chairman for the Blue Ridge Mountain Council and as a

leader at the BSA National Jamboree.

Mr. Brown earned his CCD (Credentialed Cooperative Director) certification from the National Rural

Electric Cooperative Association (NRECA).

Henry Chiles

Henry Chiles has served as a Director for Central Virginia Electric Cooperative since August 1977. Mr. Chiles has been active in community and trade organizations for many years.

He presently is involved with the Ruritan Club and attends Tabor Presbyterian Church. He is the owner of Crown Orchard in Batesville, as well as Chiles Peach Orchard and Carter Mountain Orchard.

Mr. Chiles has spent his entire life in Batesville and resides there with his wife, Ruth. He has two daughters, a son, and three grandchildren.

Phillip D. Payne, IV | CVEC Attorney

Phillip Payne received his Bachelor of Arts degree from the University of Virginia and his law degree magna cum laude from Washington & Lee University. Prior to establishing his law practice in Lovingston, he served as Commonwealth’s Attorney for Nelson County, Virginia, for over eighteen years. In 2011 he decided not to seek re-election and rather to focus exclusively on his practice and clients. He operates a cattle farm in Nelson County and is the author of the novel A Trial in Lafayette County.
